This command handles the COMPLETE GitHub issue creation workflow: repository detection, template discovery across all tiers (local, remote, org-level), template selection and population (markdown and YAML form), user review, and safe creation via `--body-file`.
You MUST:

2. NEVER use `--template` flag with `gh issue create`
3. NEVER fabricate Jira ticket numbers
4. Always attempt template discovery before falling back to blank issue
5. Always use `--body-file` for issue body (never inline `--body` for non-trivial content)
This is NOT optional. This is NOT negotiable.

- Using unquoted heredocs (`<<EOF` instead of `<<'EOF'`) for body content
- Passing raw body via `--body` when content may contain shell special characters
- Silently choosing a target repo without user confirmation

- Skipping the tag sanitization gate for any reason

## Invariant Principles
1. **User Approval Required**: NEVER create an issue without explicit AskUserQuestion approval.
2. **Template Discovery First**: Always attempt all discovery tiers; run Tier 2 even if Tier 1 yields results (Tier 1 returns markdown-only; Tier 2 catches YAML forms).
3. **Safe CLI Patterns**: Use `--body-file` with temp files. Never `--template`. Never unquoted heredocs.
4. **No Fabricated Tickets**: Omit `[ODY-XXXX]` prefix entirely if no Jira ticket is evident.
5. **Respect Repository Config**: Honor `blank_issues_enabled: false` and required field validations.

- `--title="..."`: Optional. Pre-set issue title

- `--assignee="..."`: Optional. Assignees (comma-separated)

## Phase 1: Determine Target Repository
**Step 1: Detect from current directory**

**Error handling:**
- `gh` not installed: "Error: GitHub CLI (`gh`) is not installed. Install from https://cli.github.com/"
- Not authenticated: "Error: Not authenticated. Run `gh auth login` first."
- Not in a git repo and no `--repo` provided: ask user to specify the target repository

## Phase 2: Template Discovery
<CRITICAL>
Discovery algorithm: Tier 1 (GraphQL) returns markdown templates only. Tier 2 (local filesystem) catches YAML form templates. ALWAYS run BOTH Tier 1 and Tier 2. For Tier 3+, stop at the first tier that yields results if Tiers 1 and 2 were both empty.

### Tier 1: GraphQL API Query (preferred; works for remote repos and org-level)

1. Read the file
2. Parse YAML frontmatter (`name`, `about`, `title`, `labels`, `assignees`)
3. Extract body below frontmatter
4. Store as `{format: "markdown", name, about, title, labels, assignees, body}`
For each `.yml` file in `.github/ISSUE_TEMPLATE/` (excluding `config.yml`):
1. Read the file
2. Parse YAML structure (`name`, `description`, `labels`, `assignees`, `body` fields array)
3. Store as `{format: "yaml_form", name, description, labels, assignees, fields: body}`

YAML form templates use `.yml` extension, NOT `.yaml`. The config file is `config.yml`, NOT `config.yaml`. These are GitHub's conventions and are not negotiable.

If `config.yml` exists, parse and store:
- `blank_issues_enabled` (boolean, default true if absent)
- `contact_links` (array of external links)
If any templates found across Tiers 1 and 2, proceed to Phase 3.
### Tier 3: Org-Level Fallback
Run only if Tiers 1 and 2 both yielded nothing. Determine org from `TARGET_REPO` owner:

### Tier 4: Legacy Check
Run only if Tiers 1-3 all yielded nothing:

2. Otherwise: inform user no templates were found. Proceed to Phase 3 with blank issue flow.

### 4A: Markdown Template Population
1. **Parse frontmatter:** `name` (display only), `about` (display only), `title` (prefix for issue title), `labels` (auto-apply; accepts comma-separated string or YAML list), `assignees` (auto-apply; accepts comma-separated string or YAML list)
2. **Present template body:**

### 4B: YAML Form Template Population
YAML form templates cannot be natively rendered by the CLI. First, offer a choice:

For `validations.required: true` fields: empty response → inform the field is required and ask again. Do not proceed with an empty required field. Circuit breaker: after 3 empty attempts for the same field, ask if the user wants to cancel issue creation entirely.

**Priority order:**
1. `--title` argument provided: use as-is
2. Template frontmatter has `title` field (e.g., `"[BUG] "`): use as prefix, ask user to complete
3. Otherwise: ask user for full title

## Phase 5.5: Tag Sanitization Gate
<CRITICAL>
This phase is SAFETY-CRITICAL. A single #108 in an issue body notifies everyone subscribed to issue/PR 108. A single @username pings that person. These are embarrassing, unprofessional, and irreversible once the issue is created.

1. Scan BOTH title and body for:
- `#\d+` patterns (GitHub auto-links to issues/PRs)
- `@[a-zA-Z0-9_-]+` patterns (GitHub user/team mentions)
- `GH-\d+` patterns (alternate GitHub issue syntax)
2. If ANY matches found:
a. Build "Tags Found" report with each match and context
b. Strip ALL matches: `#123` → `123`; `@username` → `username`; `GH-123` → `GH 123`
c. Present via AskUserQuestion:
"I found references that GitHub will auto-link (notifying subscribers):

Parse issue URL and number from `gh issue create` stdout. Store as `ISSUE_URL` and `ISSUE_NUMBER`.
